Banor\u00ebt kishin mbushur arm\u00ebt p\u00ebr grurin dhe koflikti mund t\u00eb degjeneronte ashp\u00ebr, <strong>nd\u00ebrsa asnj\u00eb autokombanier i Lezh\u00ebs, Mirdit\u00ebs apo Kurbinit p\u00ebr arsye sigurie nuk pranonte t\u00eb futej n\u00eb ato ngastra<\/strong>. Banor\u00ebt e fshatit Pllan\u00eb arrit\u00ebn t\u00eb gjenin nj\u00eb autokombanier n\u00eb <strong>Tropoj\u00eb i quajtur Hysen Sulaj i cili kishte marr\u00eb p\u00ebrsip\u00ebr ta korrte grurin brenda 48 or\u00ebsh. <\/strong><\/p>\n<p style=\"text-align: justify;\">Si u arrit q\u00eb gruri t\u00eb korrej, <strong>nd\u00ebrkoh\u00eb q\u00eb maj\u00eb autokombanj\u00ebs patrullonin polic\u00eb m\u00eb kallashnikov\u00eb. Nj\u00eb histori q\u00eb sot mund t\u00eb duket e pa perceptueshme nd\u00ebrkoh\u00eb q\u00eb n\u00eb vitin 1992 ishte tem\u00eb e dit\u00ebs n\u00eb Lezh\u00eb<\/strong>. Ndoja)<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Qershor 1992. <\/strong><\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"alignnone size-medium wp-image-12500\" src=\"https:\/\/pirustinews.com\/wp-content\/uploads\/2020\/02\/WhatsApp-Image-2020-02-29-at-6.43.40-PM-640x427.jpeg\" alt=\"\" width=\"640\" height=\"427\" \/>N\u00eb disa zona rurale t\u00eb rrethit t\u00eb Lezh\u00ebs kishin filluar konfliktet e para p\u00ebr \u00e7\u00ebshtjet e pron\u00ebsis\u00eb, ku p\u00ebrgjegj\u00ebsit\u00eb dhe padrejt\u00ebsit\u00eb n\u00eb vendimmarrjen e k\u00ebtyre komisioneve po sjellin pasoja deri n\u00eb disa konflikte t\u00eb rrezikshme p\u00ebr jet\u00ebn e qytetar\u00ebve. <strong>N\u00eb muajin qershor t\u00eb vitit 1992 ishte krijuar nj\u00eb situat\u00eb tej mase e v\u00ebshtir\u00eb e mbartur nj\u00eb vit m\u00eb par\u00eb, konflikti nd\u00ebrmjet banor\u00ebve t\u00eb fshatit Pllan\u00eb me banor\u00ebt e Gajushit, fshat n\u00eb juridiksionin e komun\u00ebs Zejmen.<\/strong><\/p>\n<p style=\"text-align: justify;\">Informacionet dhe t\u00eb dh\u00ebnat q\u00eb dispononte policia rreth k\u00ebsaj situate kishin arritur me zhvillime t\u00eb tilla kulmore, <strong>aq sa mund t\u00eb kishte n\u00eb \u00e7do moment sulme t\u00eb armatosura nd\u00ebrmjet banor\u00ebve t\u00eb dy fshatrave<\/strong>. Pasi mora informacion t\u00eb holl\u00ebsish\u00ebm rreth k\u00ebtij konflikti si nga strukturat e policis\u00eb, nga kryetari i k\u00ebshillit t\u00eb qarkut e prokuroria e rrethit, nxora konkluzionin se <strong>ky konflikt ishte krijuar me dashje apo pa dashje nga pap\u00ebrgjegjsm\u00ebria e drejtuesve t\u00eb K\u00ebshillit t\u00eb Qarkut por dhe vendimmarrja e komisionit p\u00ebr ndarjen e tokave bujq\u00ebsore, n\u00eb zbatim t\u00eb ligjit 7501. <\/strong><\/p>\n<p style=\"text-align: justify;\">P\u00ebr zgjidhjen e k\u00ebtij problemi, ministri i Bujq\u00ebsis\u00eb s\u00eb asaj kohe ka ardhur n\u00eb rrethin e Lezh\u00ebs 4-5 her\u00eb, duke b\u00ebr\u00eb takime me drejtuesit e qeverisjes vendore. <strong>Toka u ishte dh\u00ebn\u00eb n\u00eb pron\u00ebsi banor\u00ebve t\u00eb fshatit Pllan\u00eb nd\u00ebrsa mbjelljen e grurit e kishin b\u00ebr\u00eb forc\u00ebrisht nj\u00eb vit m\u00eb par\u00eb banor\u00ebt e fshatit Gajush,<\/strong> t\u00eb cil\u00ebt k\u00ebrkonin ta korrnin forc\u00ebrisht p\u00ebr familjet e tyre. Policia e kishte denoncuar \u00e7\u00ebshtjen n\u00eb prokurori dhe pas p\u00ebrfundimit t\u00eb hetimeve, <strong>\u00e7\u00ebshtja ishte d\u00ebrguar p\u00ebr gjykim n\u00eb Gjykat\u00ebn e Faktit.<\/strong><\/p>\n<p style=\"text-align: justify;\">Kjo situat\u00eb i \u00ebsht\u00eb b\u00ebr\u00eb prezent Ministrit t\u00eb Brendsh\u00ebm, Z. Agron Musaraj, i cili ka treguar angazhim maksimal p\u00ebr t\u00eb mb\u00ebshtetur komisariatin e policis\u00eb me mjete dhe forca speciale, p\u00ebr t\u00eb zgjidhur situat\u00ebn me q\u00ebllim parandalimin e konfliktit t\u00eb armatosur. <strong>Banor\u00ebt e fshatit Pllan\u00eb k\u00ebrkonin autokombanjer ne Lezh\u00eb, Kurbin, Mirdit\u00eb e Kruj\u00eb p\u00ebr ta korrur grurin, por asnjeri prej tyre nuk pranonte p\u00ebr faktin se mund ti rrezikohej jeta.<\/strong><\/p>\n<p style=\"text-align: justify;\">K\u00ebta banor\u00eb kan\u00eb b\u00ebr\u00eb t\u00eb mundur q\u00eb t\u00eb siguronin nj\u00eb autokombanjer nga <strong>Tropoja i cili quhej Hysni Sulaj i cili kishte marr\u00eb p\u00ebrsip\u00ebr q\u00eb me mb\u00ebshtetjen e policis\u00eb, ta korrte grurin p\u00ebr 48 or\u00eb.<\/strong> Tre dit\u00eb p\u00ebrpara se t\u00eb vendosej korrja e grurit, <strong>kam vajtur dhe kam kontaktuar me nj\u00eb p\u00ebrfaq\u00ebsi t\u00eb banor\u00ebve t\u00eb fshatit Gajush, i kryesuar nga i persekutuari Vuksan Vuksani i cili n\u00eb momentet e para t\u00eb takimit ishte tep\u00ebr arrogant, duke u shprehur e b\u00ebr\u00eb presion se nuk ka polici e shtet q\u00eb t\u00eb na e marr\u00eb grurin. <\/strong>Un\u00eb i kam dh\u00ebn\u00eb k\u00ebt\u00eb p\u00ebrgjigje q\u00eb nes\u00ebr n\u00eb ora 10.00, me t\u00eb gjith\u00eb forcat policore t\u00eb rendit e ato speciale, me mjete e armatim q\u00eb kemi, do t\u00eb p\u00ebrballemi edhe me disa arm\u00ebmbajt\u00ebs pa leje q\u00eb ju keni n\u00eb zon\u00eb, t\u00eb cil\u00ebt nuk mund t\u00eb sfidojn\u00eb policin\u00eb e shtetit, prandaj edhe un\u00eb po me arroganc\u00eb i jam p\u00ebrgjigjur: <strong>Njoftoji t\u00eb gjith\u00eb banor\u00ebt p\u00ebr takimin nes\u00ebr n\u00eb ora 10.<\/strong><\/p>\n<p style=\"text-align: justify;\">Sjellja e tij n\u00eb marr\u00ebdh\u00ebnie me mua, m\u00eb b\u00ebri q\u00eb edhe un\u00eb t\u00eb tregoj <strong>\u201carroganc\u00ebn\u201d time me q\u00ebllim p\u00ebr ti treguar vendosm\u00ebrin\u00eb e policis\u00eb, p\u00ebr t\u00eb korrur grurin dhe parandaluar konfliktin e armatosur<\/strong>.\u00a0 N\u00eb takim m\u00eb p\u00ebrfaq\u00ebsin\u00eb e fshatit Pllan\u00eb banor\u00ebt ishin\u00a0 shprehur se <strong>\u201cgjall\u00eb a vdekur\u201d me autokombanjerin nga Tropoja, do ta korrim grurin edhe pa mb\u00ebshtetjen e policis\u00eb.<\/strong> Ato shpreheshin t\u00eb irrituar ndaj kryetarit t\u00eb k\u00ebshillit t\u00eb qarkut t\u00eb asaj kohe Gjergj Gjoni, <strong>i cili sipas tyre, meq\u00ebn\u00ebse ishte mal\u00ebsor anonte n\u00eb vendimmarrje nga mal\u00ebsor\u00ebt e Gajushit<\/strong>. Po k\u00ebshtu ata shpreheshin se Gajushi \u00ebsht\u00eb zon\u00eb me e djatht\u00eb politikisht, si\u00e7 ishte dhe kryetari. Sapo kam vajtur n\u00eb komisariat, kam mbledhur stafin, <strong>ju kam b\u00ebr\u00eb prezent situat\u00ebn, kam urdh\u00ebruar b\u00ebrjen menj\u00ebher\u00eb t\u00eb planit t\u00eb masave duke planifikur me sh\u00ebrbim 8 grupe t\u00eb forcave speciale (Brisku, FNSH, 12 automjete policie, makin\u00ebn zjarr\u00ebfik\u00ebse, qenin e policis\u00eb)<\/strong> duke planifikuar sigurin\u00eb e parcelave t\u00eb grurit n\u00eb trajtim ligjor sikur jan\u00eb objekte t\u00eb r\u00ebnd\u00ebsishme shtet\u00ebrore, p\u00ebr rregullat e hyrje-daljeve q\u00eb do t\u00eb zbatoheshin nga policia gjat\u00eb korrjes s\u00eb grurit. <strong>Po k\u00ebshtu rreth 18 kryefamiljar\u00ebve u \u00ebsht\u00eb b\u00ebr\u00eb flet\u00ebthirrje ligjore p\u00ebr tu paraqitur n\u00eb komisarjatin e policis\u00eb.<\/strong><\/p>\n<p style=\"text-align: justify;\">N\u00eb momentin e vajtjes tek parcelat e grurit, <strong>kryefamiljar\u00ebt ishin larguar nga banesat, asnj\u00ebri nuk ishte i gatsh\u00ebm p\u00ebr tu p\u00ebrballur, si\u00e7 premtoi nj\u00eb dit\u00eb m\u00eb par\u00eb p\u00ebrfaq\u00ebsuesi i tyre Vuksan Vuksani i cili \u00ebsht\u00eb shoq\u00ebruar forc\u00ebrisht n\u00eb komisariat, derisa ka p\u00ebrfunduar korrja e grurit<\/strong>. Pasdite n\u00eb fshatin Gajush, gjat\u00eb pro\u00e7esit t\u00eb korrjes s\u00eb grurit ka ardhur Ministri i Brendsh\u00ebm <strong>Agron Musaraj i cili falenderoi punonj\u00ebsit e policis\u00eb p\u00ebr korrekt\u00ebsin\u00eb dhe sh\u00ebrbimin q\u00eb po kryenin,<\/strong> me q\u00ebllim parandalimin e konfliktit t\u00eb armatosur.<\/p>\n<p style=\"text-align: justify;\"><strong>Vendimmarrja p\u00ebr korrjen e k\u00ebtij gruri ishte nj\u00eb rrisk shum\u00eb i madh, p\u00ebr faktin se kishte kap\u00ebrcim t\u00eb kufijve ligjor\u00eb, t\u00eb ushtrimit t\u00eb kopetencave institucionale, kushtetuese dhe pro\u00e7eduriale p\u00ebr arsye se \u00e7\u00ebshtja e zgjidhjes s\u00eb k\u00ebtij konflikti ishte p\u00ebr gjykim n\u00eb Gjykat\u00ebn e faktit Lezh\u00eb.<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00a0Por n\u00ebnvizoj se n\u00ebse do pritej vendimi gjyq\u00ebsor, pasojat e jet\u00ebs s\u00eb njer\u00ebzve do t\u00eb ishin katastrofike nd\u00ebrmjet dy fshatrave. <strong>Theksoj se n\u00ebse do t\u00eb kishte ndonj\u00eb pasoj\u00eb p\u00ebr jet\u00ebn e njer\u00ebzve gjat\u00eb pro\u00e7esit t\u00eb korrjes s\u00eb grurit, prokuroria dhe gjykata ishin n\u00eb gadishm\u00ebri t\u00eb plot\u00eb p\u00ebr t\u00eb marr\u00eb masa pro\u00e7eduriale, arrestime e gjykime t\u00eb drejtuesve t\u00eb policis\u00eb q\u00eb nd\u00ebrmor\u00ebn k\u00ebt\u00eb aksion t\u00eb rrall\u00eb, t\u00eb ve\u00e7ant\u00eb por t\u00eb domosdosh\u00ebm n\u00eb baz\u00eb t\u00eb nevoj\u00ebs ekstreme pro\u00e7eduriale p\u00ebr t\u00eb shp\u00ebtuar interesat m\u00eb t\u00eb m\u00ebdha mund t\u00eb c\u00ebnohet e d\u00ebmtohet nj\u00eb interes me pasoja m\u00eb t\u00eb lehta, p\u00ebr jet\u00ebn e pron\u00ebn e qytetar\u00ebve.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Fatmir\u00ebsisht situata u zgjidh pa asnj\u00eb pasoj\u00eb t\u00eb jet\u00ebs s\u00eb banor\u00ebve t\u00eb dy fshatrave.
