P\u00ebr kauz\u00ebn e vrasjes s\u00eb dy polic\u00ebve, v\u00ebllez\u00ebrve Neziri efektiv\u00eb t\u00eb <strong>komisariatit nr. 1<\/strong> shum\u00eb oficer\u00eb policie t\u00eb asaj kohe tregonin se dhuna e ushtruar ndaj Nehatit n\u00eb ambientet e komisariat ka qen\u00eb \u00e7njer\u00ebzore, madje jan\u00eb kryer veprime kanibale ndaj tij. <strong>Nuk kam qen\u00eb i pranish\u00ebm p\u00ebr rastet n\u00eb fjal\u00eb e as nuk kam dijeni nga dosja hetimore gjyq\u00ebsore, p\u00ebr rrethnanat e vrasjes s\u00eb v\u00ebllez\u00ebrve Neziri. <\/strong>Di nj\u00eb fakt q\u00eb <strong>Drejtoria e P\u00ebrgjithshme e Policis\u00eb<\/strong> gjat\u00eb vitit <strong>1996 e fillonte e mbaronte pun\u00ebn ditore vet\u00ebm me organizime dhe plane p\u00ebr kapjen e Nehat Kull\u00ebs<\/strong>. Pas dhjet\u00ebra e dhjet\u00ebra kontrollesh n\u00eb banesa, magazina e tunele t\u00eb asaj zone deri n\u00eb Qaf Pris\u00ebk\u00eb, <strong>Dajt, ish uzin\u00ebn e artileris\u00eb e repartit 3700 nga forcat speciale, grupet e gatshme t\u00eb komisariateve e forca e repartit t\u00eb \u201cBriskut\u201d pas nj\u00eb periudhe shum\u00ebmujore u b\u00eb e mundur q\u00eb Nehat Kulla t\u00eb arrestohet nga komanadanti i \u201cBriskut\u201d<\/strong> t\u00eb asaj kohe, <strong>Paulin Sterkaj.<\/strong> Nehati pasi u rrethua, u dor\u00ebzua pa asnj\u00eb veprim kund\u00ebrshtues. Por burgimi i tij nuk zgjati shum\u00eb <strong>pasi hapja e burgut 313 m\u00eb 13 mars 1997<\/strong>, b\u00ebri q\u00eb t\u00eb gjith\u00eb t\u00eb burgosurit t\u00eb shkonin pran\u00eb familjeve t\u00eb tyre, e p\u00ebr pasoj\u00eb edhe <strong>Nehati shkoi n\u00eb zon\u00ebn e tij t\u00eb Tufin\u00ebs.<\/strong><\/p>\n<h5 style=\"text-align: justify;\"><strong><em>-Sulmi hakmarr\u00ebs, por zbut\u00ebs ndaj shefit t\u00eb policis\u00eb kriminale n\u00eb marsin e 97-<\/em><\/strong><\/h5>\n<p style=\"text-align: justify;\">Nga nj\u00eb informacion verbal q\u00eb m\u00eb erdhi n\u00eb zyr\u00eb <strong>m\u00ebsova se nj\u00eb dit\u00eb nga fundi i muajit mars 1997, Nehati i kishte z\u00ebn\u00eb prit\u00eb shefit t\u00eb seksionit t\u00eb policis\u00eb kriminale t\u00eb Kom nr. 1,<\/strong> i cili ishte i shoq\u00ebruar me familjen e tij. Sapo ka kontaktuar me t\u00eb, <strong>Nehati i \u00ebsht\u00eb shprehur se un\u00eb kam burr\u00ebri dhe nuk t\u00eb \u00e7burr\u00ebroj n\u00eb prani t\u00eb familjes si\u00e7 ke b\u00ebr\u00eb ti ndaj meje, duke m\u00eb dhunuar n\u00eb komisariatin e policis\u00eb nr.1.<\/strong> Pasi e ka goditur dy a tre here m\u00eb shuplaka e ka l\u00ebn\u00eb t\u00eb lir\u00eb dhe \u00ebsht\u00eb larguar. Gjat\u00eb situat\u00ebs s\u00eb jasht\u00ebzakonshme <strong>Nehat Kulla l\u00ebvizte me tre shaveletta t\u00eb Ministris\u00eb s\u00eb Mbrojtjes<\/strong>, t\u00eb cil\u00ebt ja kishin dh\u00ebn\u00eb autoritet e Ministris\u00eb, p\u00ebr t\u00eb siguar rendin dhe qet\u00ebsin\u00eb n\u00eb zon\u00eb dhe territorin e lagjes ku ai banonte, <strong>si dhe t\u00eb uzin\u00ebs s\u00eb artileris\u00eb.<\/strong> N\u00eb k\u00ebt\u00eb zon\u00eb e territor nuk patrullonte n\u00eb asnj\u00eb moment efektivi i komisariat nr <strong>1, territori i s\u00eb cilit mbikqyrej sipas planit t\u00eb sh\u00ebrbimit t\u00eb policis\u00eb.<\/strong><\/p>\n<h4 style=\"text-align: justify;\"><strong><em>Nehat Kulla i vet\u00ebshpallur shef i komisariatit nr. 5 n\u00eb zon\u00ebn e Babrrojit.<\/em><\/strong><\/h4>\n<p style=\"text-align: justify;\">\u00a0Kjo zon\u00eb u njoh si komisariati nr 5 me t\u00eb vet\u00ebshpallurin shef Nehat Kull\u00ebn. <strong>Me gjith\u00eb p\u00ebrpjekjet tona p\u00ebr ta kontrolluar k\u00ebt\u00eb pjes\u00eb territori, deri zgjedhjet e 29 qershorit, <\/strong>asnj\u00eb patrull\u00eb policie apo grup i gatsh\u00ebm nuk ka hyr\u00eb n\u00eb zon\u00eb p\u00ebr arsye se t\u00eb sht\u00ebnat me arm\u00eb t\u00eb <strong>r\u00ebnda dhe t\u00eb lehta pothuajse ishin gjat\u00eb 24 or\u00ebve.<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00a0Mbaj mend vet\u00ebm nj\u00eb rast n\u00eb ora 23.<sup>00<\/sup> <strong>ku s\u00ebbashku me grupet e gatshme dhe shefin e kom nr 1 kemi vajtur n\u00eb zon\u00eb e 3700-t\u00ebs,<\/strong> ku kishte ndodhur nj\u00eb ngjarje e r\u00ebnd\u00eb p\u00ebr t\u00eb kqyrur dy t\u00eb t\u00eb vrar\u00eb<strong>. L\u00ebvizja jon\u00eb \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb mir\u00ebbesim t\u00eb plot\u00eb mes Ndue Dod\u00ebs dhe Nehat Kull\u00ebs.<\/strong> N\u00eb bashk\u00ebpunim me komand\u00ebn nd\u00ebrkomb\u00ebtare paqerujat\u00ebse <strong>\u201cAlba\u201d ishim dakort\u00ebsuar q\u00eb n\u00eb k\u00ebt\u00eb pjes\u00eb territori t\u00eb patrullonin vet\u00ebm forcat \u201cAlba\u201d,<\/strong> pasi kishin mjete t\u00eb blinduara e pajisje trupore t\u00eb siguris\u00eb s\u00eb lart\u00eb. <strong>Shum\u00eb t\u00eb mitur t\u00eb moshave 14 deri 18 vje\u00e7 grumbulloheshin n\u00ebp\u00ebr territore t\u00eb k\u00ebsaj zone, duke terrorizuar banor\u00ebt e q\u00eblluar me arm\u00eb t\u00eb r\u00ebnda automake e mitraloz\u00eb n\u00eb aj\u00ebr<\/strong>, t\u00eb cil\u00ebt shpreheshin me mburrje se jemi ushtare t\u00eb<strong> gjeneral Nehat Kull\u00ebs<\/strong>.<\/p>\n<p style=\"text-align: justify;\"><strong>N\u00eb muajin qershor 1997 te Kthesa e Kamz\u00ebs, forcat<\/strong> e policis\u00eb s\u00eb komisariatit nr <strong>4 t\u00eb organizuara me sh\u00ebrbim postoblloku, mb\u00ebshtetur dhe nga nj\u00eb tank ushtarak kan\u00eb q\u00eblluar me automatik\u00eb ndaj automjeteve q\u00eb shoq\u00ebronin Nehat Kull\u00ebn<\/strong>. Edhe grupi i shoq\u00ebrimit i \u00ebsht\u00eb kund\u00ebrp\u00ebrgjigjur forcave t\u00eb <strong>policis\u00eb duke q\u00eblluar me automatik\u00eb, Fatmir\u00ebsisht nuk ka pasur asnj\u00eb t\u00eb plagosur. <\/strong><\/p>\n<h4 style=\"text-align: justify;\"><strong><em>Nehat Kulla: Kam qef t\u00eb p\u00ebrballem me drejtorin e policis\u00eb s\u00eb Tiran\u00ebs, pasi ai ka shum\u00eb tang\u00ebrll\u00ebk.<\/em><\/strong><\/h4>\n<p style=\"text-align: justify;\">Dy raste kam n\u00eb memorien time, <strong>kur disa gazetar\u00eb i kan\u00eb shkuar n\u00eb banes\u00eb dhe i kan\u00eb k\u00ebrkuar t\u00eb jepte nj\u00eb prononcim<\/strong> duke iu p\u00ebrgjigjur pyetjes, se \u00e7far mendimi keni p\u00ebr drejtorin e policis\u00eb s\u00eb Tiran\u00ebs Pashk Tusha. <strong>P\u00ebrgjigja e Nehatit ishte, kam shum\u00eb d\u00ebshir\u00eb t\u00eb p\u00ebrballem me t\u00eb se shum\u00eb \u201ctang\u00ebrll\u00ebk\u201d po na shfaq n\u00eb televizion<\/strong>. Gazetari i \u201cGazet\u00ebs Shqiptare\u201d i shprehet se a je dakort nes\u00ebr t\u00eb nxjerrin kryeratikullin e gazet\u00ebs me titull: <strong>\u201cTusha p\u00ebrball\u00eb Kull\u00ebs\u201d.<\/strong> Jo n\u00eb asnj\u00eb m\u00ebnyre p\u00ebrgjigjet Nehati, <strong>p\u00ebr arsye se drejtori Tusha ka shofer e shoq\u00ebrues Ndue Dod\u00ebn, shokun tim t\u00eb ngusht\u00eb me t\u00eb cilin ka kaluar f\u00ebmij\u00ebrin\u00eb<\/strong>. Rasi i dyt\u00eb ka q\u00ebn\u00eb nj\u00eb dit\u00eb t\u00eb diele kur s\u00ebbashku <strong>e Ndue Dod\u00ebn po pinim nj\u00eb kafe n\u00eb Linz\u00eb, n\u00eb \u201cMak \u2013Albania\u201d.<\/strong> Ndue Doda u ngrit menj\u00ebher\u00eb nga tavolina duke l\u00ebn\u00eb kafen e zbriti te kthesa. <strong>Nuk po kuptoja se \u00e7far po ndodhte, doli n\u00eb rrug\u00eb e bllokoi 3 automjetet \u201csheverlet\u201d ku n\u00eb nj\u00ebrin prej tyre ishte Nehat Kulla<\/strong>, t\u00eb cilit i kishte th\u00ebn\u00eb: N\u00eb asnj\u00eb m\u00ebnyr\u00eb nuk do futesh n\u00eb loklin me pir\u00eb kafe, <strong>nd\u00ebrsa jam me drejtorin<\/strong>. Nehati u largua menjeher\u00eb n\u00eb drejtim t\u00eb Dajtit, s\u00ebbashku me shoq\u00ebruesit. <strong>Ndueja m\u00eb sqaroi p\u00ebr bised\u00ebn e b\u00ebr\u00eb dhe m\u00eb \u00ebsht\u00eb shprehur se ket\u00eb veprim e b\u00ebra p\u00ebr faktin se mund t\u00eb vinin gazetare me kamera, dhe t\u00eb na filmonin n\u00eb t\u00eb nj\u00ebjtin lokal me Nehatin. <\/strong><\/p>\n<h5 style=\"text-align: justify;\"><strong><em>Incident i r\u00ebnd\u00eb personal me forcat e Kull\u00ebs, kur po shkoja t\u00eb merrja n\u00eb tre transportues t\u00eb blinduar n\u00eb ish-uzin\u00ebn e tankeve.<\/em><\/strong><\/h5>\n<p style=\"text-align: justify;\">\u00cbsht\u00eb nj\u00eb e v\u00ebrtet\u00eb absolute q\u00eb m\u00eb ka ndodhur n\u00eb muajin qershor 1997, ku kalova n\u00eb zon\u00ebn e komisariatit nr 5, <strong>me q\u00ebllim p\u00ebr t\u00eb vajtur te uzina e artilieris\u00eb, p\u00ebr tu interesuar p\u00ebr tre transportues t\u00eb blinduar<\/strong>, t\u00eb cil\u00ebt n\u00eb k\u00ebt\u00eb uzin\u00eb do tu jepnim ngjyr\u00ebn blu t\u00eb policis\u00eb, me mbishkrimet n\u00eb nj\u00ebr\u00ebn an\u00eb <strong>\u201cPolicia u sh\u00ebrben e ju mbron\u201d<\/strong>. Papritmas n\u00eb an\u00eb t\u00eb rrug\u00ebs rreth 20 t\u00eb rinj n\u00eb ora 12 t\u00eb dit\u00ebs, <strong>t\u00eb armastosur m\u00eb automatik\u00eb q\u00eblluan me bresh\u00ebri n\u00eb aj\u00ebr. Koincidenca e k\u00ebtij rasti ishte se ishte e vetmja dit\u00eb q\u00eb Ndue Doda nuk ishte me mua,<\/strong> pasi m\u00eb kishte marr\u00eb leje p\u00ebr nj\u00eb problem familjar. <strong>Menj\u00ebher\u00eb aludova me mendjen time, se mos jam p\u00ebrpara ndonj\u00eb kurthi t\u00eb organizuar nga Nehat Kulla<\/strong>. Me shum\u00eb shpejt\u00ebsi kam takuar drejtorin e uzin\u00ebs s\u00eb artileris\u00eb, <strong>i cili n\u00eb bised\u00eb e sip\u00ebr m\u00eb shprehu vler\u00ebsimet maksimale p\u00ebr kontributin e Nehat Kull\u00ebs,<\/strong> p\u00ebr mos d\u00ebmtimin e t\u00eb vetimit objekt ushtarak q\u00eb nuk ishte d\u00ebmtuar apo grabitur.<\/p>\n<p style=\"text-align: justify;\"><strong>P\u00ebr nj\u00eb or\u00eb bised\u00eb nuk i tregova se \u00e7far m\u00eb kishte ndodhur n\u00eb rrug\u00eb<\/strong>, por dhe e pata t\u00eb v\u00ebshtir\u00eb q\u00eb ti k\u00ebrkoja ndihme p\u00ebr t\u00eb m\u00eb shoq\u00ebruar deri n\u00eb rrug\u00ebn kryesore<strong>. Sapo kam dal\u00eb nga takimi kam informuar Ndue Dod\u00ebn p\u00ebr \u00e7far m\u00eb ndodhi, duke i k\u00ebrkuar mendim p\u00ebr intenerarin e kthimit.<\/strong> Menj\u00ebher\u00eb m\u00eb \u00ebsht\u00eb p\u00ebrgjigjur se do merrem un\u00eb me k\u00ebt\u00eb problem <strong>e nisu pa merak se situata do t\u00eb ishte normale, pa asnj\u00eb rrezik.<\/strong> Sapo afrohem te vendi i ngjarjes p\u00ebrs\u00ebri grupi i t\u00eb rinjve ishte n\u00eb an\u00eb t\u00eb rrug\u00ebs, <strong>por t\u00eb gjith\u00eb t\u00eb pa armatosur m\u00eb kan\u00eb nderuar me dor\u00ebn e ngritur lart, sikur ata t\u00eb ishin punonj\u00ebs policie.<\/strong><\/p>\n<p style=\"text-align: justify;\">Gjat\u00eb fushat\u00ebs zgjedhore qershor 1997 n\u00eb k\u00ebt\u00eb territor t\u00eb ahtuquajtur komisariati nr. 5, <strong>masat e siguris\u00eb jan\u00eb marr\u00eb nga Nehat Kulla, n\u00eb bashk\u00ebpunim me misionin policor \u201cAlba. <\/strong>\u00cbsht\u00eb fakt se nuk pati probleme e shqet\u00ebsime t\u00eb rrezikshme <strong>p\u00ebr jet\u00ebn e votuesve, dhe n\u00eb asnj\u00eb rast nuk lindi domosdoshm\u00ebri p\u00ebr t\u00eb vajtur n\u00eb k\u00ebt\u00eb territor grupet e gatshme t\u00eb kom nr. 1.<\/strong><\/p>\n<p style=\"text-align: justify;\">Gjat\u00eb periudh\u00ebs s\u00eb jasht\u00ebzakonshme <strong>mars-qershor 1997 nuk kam par\u00eb apo lexuar prova dhe fakte, dokumente gjurmuese operative policore, q\u00eb mund t\u00eb ket\u00eb patur n\u00eb fokus Nehat Kull\u00ebn,<\/strong> p\u00ebr implikim n\u00eb veprimtari kriminale.
