Nj\u00eb nd\u00ebr ta \u00ebsht\u00eb edhe ky studim i autorit <strong>Kemail Shaqiri, i cili ka b\u00ebr\u00eb nj\u00eb pun\u00eb shum\u00eb t\u00eb madhe<\/strong>.\u00a0\u00a0Autori n\u00eb fjal\u00eb k\u00ebt\u00eb studim e ka b\u00ebr\u00eb aq funksional dhe t\u00eb kapsh\u00ebm p\u00ebr lexuesin, duke e ndar\u00eb ndar\u00eb n\u00eb pes\u00eb kapituj. <strong>Po le t\u00eb njihemi fillimisht me autorin e k\u00ebtij studimi. \u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Kemail Shaqiri, u lind me 10.05.1955, n\u00eb fshatin Tushil\u00eb, Komuna e Sk\u00ebnderajt<\/strong>. Rrjedh nga nj\u00eb familje fshatare<strong>, ekonomikisht mesatare. Prind\u00ebrit e tij merreshin me pun\u00eb t\u00eb bujq\u00ebsis\u00eb t\u00eb koh\u00ebs, njer\u00ebz bujar\u00eb e me vlera t\u00eb spikatura t\u00eb tradit\u00ebs shqiptare<\/strong>. Shkoll\u00ebn fillore (kat\u00ebr klas\u00eb)\u00a0\u00a0e kreu n\u00eb vendlindje, nd\u00ebrsa tet\u00ebvje\u00e7ar\u00ebn e kreu n\u00eb Likofc t\u00eb Drenic\u00ebs. Me 1970, kaloi n\u00eb shkoll\u00ebn e mesme n\u00eb Skenderaj, pran\u00eb gjimnazit <strong>\u201cRamiz Sadiku\u201d, drejtimi natyror. Kemal Shaqiri shkoll\u00ebn fillore dhe at\u00eb t\u00eb mesmen e kreu me sukses t\u00eb shk\u00eblqyesh\u00ebm.<\/strong> Ishte i dalluar edhe n\u00eb aktivtetet e lira si n\u00eb muzik\u00eb, dram\u00eb, let\u00ebrsi etj.<\/p>\n<p style=\"text-align: justify;\">N\u00eb pranver\u00ebn e vitit 1973, fal\u00eb frym\u00ebzimit t\u00eb djalit t\u00eb axh\u00ebs s\u00eb tij Avdyl Shaqiri, <strong>veteran i arsimit tani i ndjer\u00eb, familja Shaqiri pati fatin t\u00eb kishte e t\u00eb formonte nj\u00eb oficer karriere n\u00eb t\u00eb ardhmen. Shkollimi i tij si oficer i karrier\u00ebs dhe kuad\u00ebr i s\u00eb ardhmes, i ka kontribuar edhe vendit dhe shoq\u00ebris\u00eb kosovare. <\/strong>N\u00eb vitin 1973, vendos t\u00eb konkuroj\u00eb n\u00eb Akademin\u00eb Ushtarake dhe pasi kaloi t\u00eb gjitha komisonet me sukses, \u00a0fiton burs\u00ebn t\u00eb cil\u00ebn e g\u00ebzoi gjat\u00eb vitit 1974. N\u00eb muajin maj 1974 e merr ftes\u00ebn p\u00ebr tu paraqitur n\u00eb Akademin\u00eb Ushtarake n\u00eb Beograd si kadet, s\u00eb bashku me nj\u00eb koleg t\u00eb <strong>tij Ali Hoti nga Polaci <\/strong>i Skenderajit. <strong>Pra d\u00ebshira p\u00ebr tu b\u00ebr\u00eb oficer ushtarak, Kemailit i\u2019u realizua dhe filloi studimet t\u00eb cilat i p\u00ebrfundoi me sukses n\u00eb afat t\u00eb parapar\u00eb m\u00eb 20.07.1978. Me p\u00ebrfundimin e Akademis\u00eb fiton dhe grad\u00ebn e n\u00ebntogerit.<\/strong> K\u00ebshtu fillon \u00a0pun\u00ebn me 25 gusht 1978<strong>, fillimisht n\u00eb qytetin kroat, Koprivnic\u00eb n\u00eb verilindje t\u00eb Zagrebit. <\/strong><\/p>\n<p style=\"text-align: justify;\">Pas gradimit n\u00eb oficer, <strong>Kemaili e merr vendsh\u00ebrbimin dhe vjen n\u00eb pushim n\u00eb fshatin e tij t\u00eb lindjes. Pun\u00ebn dhe karrier\u00ebn e filloi n\u00eb Koprivnic\u00eb t\u00eb Kroacis\u00eb nga viti 1987 deri n\u00eb vitin 1983, si komandat i nj\u00ebsitit v\u00ebzhgues \u2013 diverzant dhe i nj\u00ebsive t\u00eb k\u00ebmb\u00ebsoris\u00eb<\/strong>. Me 22.12.1983, transferohet n\u00eb kryeqytetin e Kroacis\u00eb \u2013 Zagreb ku edhe e p\u00ebrmbylli karrier\u00ebn me 1991, duke u larguar nga armata dhe duke refuzuar t\u00eb marr\u00eb pjes\u00eb n\u00eb luft\u00eb. Q\u00eb nga viti 1991 e deri n\u00eb vitin 1998, ka qen\u00eb i angazhuar n\u00eb organizimin e epror\u00ebve ushtarak\u00eb n\u00eb Qeverin\u00eb e Republik\u00ebs s\u00eb Kosov\u00ebs n\u00eb egzil. Ka pasur rolin e koordinatorit p\u00ebr aktivitete ushtarake n\u00eb mes t\u00eb Qeveris\u00eb n\u00eb Egzil dhe Organizat\u00ebs s\u00eb Oficer\u00ebve deri n\u00eb <strong>momentin kur Ahmet Krasniqi em\u00ebrohet si Minist\u00ebr i Mbrojtj\u00ebs. N\u00eb pranver\u00ebn e vitit 1998, organizohet me nj\u00eb grup oficer\u00ebsh dhe kalon n\u00eb Tiran\u00eb p\u00ebr tu angazhuar n\u00eb operacionet e luft\u00ebs s\u00eb U\u00c7K-s\u00eb. <\/strong><\/p>\n<p style=\"text-align: justify;\">Me 21-22 qershor 1998, me nj\u00eb grup ushtar\u00ebsh dhe oficer\u00ebsh <strong>hyn n\u00eb Kosov\u00eb n\u00eb Dukagjin dhe merr pjes\u00eb n\u00eb luft\u00eb n\u00eb Zon\u00ebn\u00a0\u00a0Operative t\u00eb Drenic\u00ebs dhe pas nj\u00eb kohe t\u00eb shkrurt\u00ebr em\u00ebrohet Shef i Shtabit t\u00eb Zon\u00ebs. N\u00eb tetor 1998, pas nj\u00eb pushimi t\u00eb shkurt\u00ebr n\u00eb Zagreb<\/strong>, q\u00ebndron n\u00eb Tiran\u00eb n\u00eb Ministrin\u00eb e Mbrojtj\u00ebs tani e udh\u00ebhequr nga Halil Bicaj dhe gjithnj\u00eb duke u pregatitur p\u00ebr tu kthyer n\u00eb Kosov\u00eb. Situata e krijuar nuk ia mund\u00ebsoj hyrjen n\u00eb tok\u00ebn am\u00eb t\u00eb pushtuar dhe tani fillon t\u00eb merret me trajtimin e ushtar\u00ebve dhe oficer\u00ebve p\u00ebr tu pregatitur p\u00ebr luft\u00eb. U gjend n\u00eb shum\u00eb qendra st\u00ebrvitore. <strong>N\u00eb Kalimash, Kolsh, Kuk\u00ebs, Vlan\u00eb, Cahan, Babin\u00eb, Papaj ku ishte edhe m\u00eb her\u00ebt n\u00eb Vi\u00e7idol t\u00eb Tropoj\u00ebs e disa her\u00eb tjera si Helshan e Burrel, n\u00ebp\u00ebr koh\u00ebra t\u00eb ndryshme. Q\u00ebllimi i vet\u00ebm ishte q\u00eb mos ta kaloj\u00eb koh\u00ebn n\u00eb Tiran\u00eb.<\/strong> Gjat\u00eb k\u00ebtyre st\u00ebrvitjeve me oficer\u00ebt tjer\u00eb ai b\u00ebri pregaditjen e shum\u00eb ushtar\u00ebve nga veprimet themelore taktike n\u00eb fush\u00ebbetej\u00eb dhe njohja praktike e p\u00ebrdorimit t\u00eb t\u00eb gjitha arm\u00ebve t\u00eb k\u00ebmb\u00ebrsoris\u00eb.<\/p>\n<p style=\"text-align: justify;\"><strong>Autori Shaqiri ka b\u00ebr\u00eb nj\u00eb pun\u00eb t\u00eb madhe dhe t\u00eb suksesshme n\u00eb grumbullimin e sistemimin e l\u00ebnd\u00ebs s\u00eb bollshme me aq ngjarje t\u00eb shtrira n\u00eb nj\u00eb periudh\u00eb t\u00eb gjat\u00eb n\u00eb tri etapa: para luft\u00ebs, gjat\u00eb luft\u00ebs dhe pas luft\u00ebs, periudh\u00eb e cila nuk ka qen\u00eb aq\u00a0\u00a0e leht\u00eb<\/strong>, por ka qen\u00eb um\u00eb e v\u00ebshtir\u00eb dhe ka k\u00ebrkuar p\u00ebrkushtim e p\u00ebrkujdesje maksimale. Por autori me p\u00ebrvoj\u00eb nga fusha ushtarake e nga vijat e froneve luftarake i\u2019a ka dal me sukses dhe na ka dh\u00ebn\u00eb nj\u00eb struktur\u00eb me p\u00ebrmbajtje shum\u00eb dimensiale ushtarake, luftarake, edukative, arsimore, shoq\u00ebrore dhe historike.
